Thank you but no political crisis in Arunachal, says Mein, MLAs
ITANAGAR, Jun 15: A day after claims of instability and revolt in the Kalikho Pul led PPA govt, Deputy CM Chowna Mein, MLAs Pema Khandu, Markio Tado and Pasang D Sona, who were credited as the main players of the alleged revolt said that "there is no political crisis of any sort in the present government and each Minister, Parliamentary Secretary and MLA is working out on delivering the change that the Govt had promised when it came to power in February.
There is absolutely no loss of trust either in the government or within the People's Party of Arunachal and such ill-intentioned acts are only being done to try and create a rift between like-minded leaders".
In a joint statement, they stated that the "fraud that has been circulated in the social media over the last few days, regarding a change of leadership in the Kalikho Pul-led People's Party of Arunachal (PPA) government has once again exposed the frustration and desperation in certain political camps over the smooth and successful functioning of the present Government".
"In what can only be described as an act of desperation, a fabricated news report had been circulating that there was a move by Mechukha MLA Pasang Dorjee Sona to mobilise support and replace Kalikho Pul as Chief Minister, with the active support of Dy. Chief Minister Chowna Mein and senior PPA MLAs Pema Khandu and Markio Tado" read the statement.
The hoax not only fabricated locations and timing of the supposed 'camp at Delhi', they have also completely miscalculated the trust and cooperation between present Chief Minister Kalikho Pul and all of us, they added.
Taking strong exception to the message being circulated in the social media, they have lodged a complaint with the Government and requested that the cyber crime branch investigate the matter and the originator of the message identified and punished.
"Not only is this an attempt to tarnish our political image, but also this act of misleading public opinion is also unethical and criminal as it can contribute to creating confusion and instigating unlawful activities by groups of people. It is only the great wisdom of the people of Arunachal that they have rejected the message as the worthless nonsense that it is. These kinds of unethical acts that go against the well being of the people of the State need to be condemned with the highest degree" added the statement.
GST has to be flexible: Pul
KOLKATA, Jun 15: Chief Minister Kalikho Pul, welcoming the Goods and Services Tax (GST), has called for provision of exemption and flexibility in the GST Laws, especially for states like Arunachal Pradesh.
He was speaking at the Empowered Committee of State Finance Ministers here on the proposed nationwide common indirect tax.
"Such exemptions are needed to empower those small states, which are lagging behind in development front, to assess and create state-specific tariff and exemptions that will address the issues of the developmental gap," said Pul.
Informing on various tax exemption structures for Arunachal Pradesh, the Chief Minister said that 99% VAT exemption,
which has been given as an industrial incentive, is must to promote and protect the state's emerging manufacturing sector.
Pul, who also holds the Finance Department, expressed concern over entry tax in Arunachal to be subsumed under the present form of GST Law, which would mean a huge revenue loss to the state government.
"In Arunachal, entry tax is not an additional tax; rather input tax credit (ITC) is given to the dealer to the extent of entry tax paid while filing VAT returns," said the Chief Minister.
"It is a kind of advance VAT paid by every dealer and 80% of revenue collection in our State comes from entry tax," he said.
He further said that the existing entry tax collection centres at border check gates on Assam-Arunachal border be allowed to be converted as focal points for collection of advance GST as well as a centre for GST administration.
In view of poor service sector in Arunachal with very less contribution to the tax base, the Chief Minister said that Revenue Neutral Rates (RNR) as proposed, will adversely affect the revenue generation in the state.
Pul also urged the central government to extend the tenure of revenue compensation to 10 years considering that Arunachal Pradesh is a Special Category State.
In view of the poor IT infrastructure and connectivity, the Chief Minister said that filing of e-returns will be a difficult provision to implement on the ground. He sought the Centre's intervention in creating a robust IT infrastructure in Arunachal Pradesh to develop capacity for full compliance of the GST.
Calling for exemption in provision of PAN-based registration, the Chief Minister said that the state of Arunachal Pradesh is predominantly a tribal state whose residents are exempted from income tax and by extension, the provision of Permanent Account Number (PAN) does not apply to the State.
The meeting was attended by Finance Ministers of 22 states, including West Bengal's Amit Mitra, Chief Minister of Meghalaya, Deputy CM of Delhi and senior officials of seven others.
Finance Minister Arun Jaitley said virtually all states, barring the south Indian state of Tamil Nadu, have come on board on the long-pending GTS bill and expressed hopes of pushing the legislation in the upcoming monsoon session.
Jaitley also said the states' fear of any revenue loss in the first five years has been addressed and the Centre would compensate for these losses. (With additional inputs from PTI)
Pul has a narrow escape as truck rams into his carcade
KOLKATA, Jun 15: Chief Minister Kalikho Pul had a narrow escape when a loaded truck rammed into his carcade in Kolkata on Wednesday.
Fortunately, the Chief Minister escaped without any injury. However, the car in which Pul was traveling got partially scratched in the rear portion.
The incident happened when Pul was on way to Kolkata Airport after attending the meeting of the Empowered Committee of Finance Ministers.
The truck mostly hit the escort Ambassador Car (WB 02A A3736) of the Special Branch (Protection). Driver of the car Sukanto Shil suffered minor injuries.
It was the buffer of the escort car that shielded the CM’s vehicle from being fully hit by the ramming truck.
Expressing his concern for the injured driver, Pul requested for his best treatment. He thanked the Kolkata Police for the prompt action in managing the crisis and asked that a full enquiry be made into the incident.
Sukanto was later treated for injury to his head and arm and released from the Police Hospital.

ITANAGAR, Jun 15: Bullo Angkha has secured the 1st rank in the ICAR Junior Fellowship exam, the results of which were declared on Jun 10 last. Along with Angkha, who is a student of College of Fisheries, Lembucherra under Central Agricultural University, Imphal, two other Arunachali students namely; Taming Narang and Neriyang Jamoh have also secured all India 29th and 30th rank in the exam.
Bomdila Circuit House finally sees light of the day
BOMDILA, Jun 15: The much awaited lone circuit house of Bomdila-- the district headquarters of West Kameng-- finally saw the light of the day with its formal opening by local legislator Japu Deru and Deputy Commissioner Dr. Sonal Swaroop on Wednesday amidst a huge gathering and delight of public and Govt. officials.
Speaking on the occasion, MLA Japu Deru asked for upkeep and regular maintenance of the important Govt. asset that would cater the accommodation needs of visiting tourists and relatives of Govt. officials and private individuals as well.
He also pledged an amount of Rs 6 lakh from his MLALAD for construction of an underground water storage tank.
PWD Superintendent Engineer Nani Robin briefed the details of the building to the gathering comprising HoDs and prominent public leaders of the district. A tree plantation drive in and around the complex was also carried out to mark the occasion.
Spread over an area of 1225.61 sqmts the doubled-storied circuit house with 10 rooms had been sanctioned with an amount of Rs 99.50 lakh in 2009 and 149.25 lakh in 2011 for building and Rs 99.50 lakh for protection wall, CC parking, interior furnishing and welcome gate in 2014.

ITANAGAR, Jun 15: Governor JP Rajkhowa underlined the importance of Scouts and Guides activities to build a generation of very disciplined, patriotic, hard working and good citizens.
Presenting the Rajya Puraskar Awards to 48 Scouts and Guides out of the 323 selected in a award presentation ceremony at Banquet Hall here on Wednesday, Rajkhowa, the Chief Patron of the Bharat Scouts and Guides Movement in the State, said that Scouts and Guides activities must be encouraged and promoted, if the State wants to build a generation of a very disciplined, patriotic, hard working and good citizens.
Impressed by the First Aid demonstrations, using Scouts and Guides scarves and ropes, the Governor also said that Scouts and Guides activities should be made compulsory in schools, including private educational institutions.
Recalling his Scouting Days as Boy Scout, the Governor said that the Scouts and Guides Movement has immensely contributed in addressing emergency calls during war and natural disasters. In World War I, World War II and even during Chinese aggression, the Scouts and Guides played a vital role in saving lives and educating people. It continues to have universal relevance, he pointed out.
Education Minister Wanglin Lowangdong, who is the ex-officio President of Bharat Scouts and Guides, State Association said that to develop the sense of community service, imbibe the spirit of nationalism and unity amongst the youth, Scouts and Guides activities must be encouraged.
Director, Secondary Education Bigam Ngulom Lendo, who is the State Chief Commissioner, said that presence of the Governor in the Bharat Scouts and Guides function will definitely encourage students to join the prestigious organization in days to come.
BSG State Secretary Gomo Kato also spoke on the occasion.
Scouting came in Arunachal Pradesh during NEFA period in 1948. The first Scout Troop was started in Pasighat. Today, there are 7882 scouts and 8078 guides in 777 sanctioned units in the state, informed State Organizing Commissioner (Guide), C. Lowang.
She also informed that former Director of Secondary Education cum State Chief Commissioner, BSG T. Taloh was conferred the ‘Silver Elephant Award” for his contribution and dedication for promotion of scouts and guides movement in the State.
The President of India presented the award to Taloh at the Rashtrapati Bhawan, New Delhi on December 8, 2015.
B.P Gupta, former-SOC (S) was also awarded ‘Silver Star’ for his long service in scouting in Arunachal Pradesh by President of India Pranab Mukherjee on February 16, 2015.
The State Organizing Commissioner (Guide) highlighted the activities of the Scouts and Guides movement including participation in the regional, national and international jamborees, Swachh Bharat Abhiyan and cash contribution towards victims of natural calamities.

AP guest house soon in Guwahati
GUWAHATI, Jun 15: Chief Minister Kalikho Pul has finally begun the preparatory works for construction of the Arunachal State Guest House in Rupnagar in Guwahati.
Chief Minister, accompanied by Mechuka MLA Pasang Dorjee Sona inspected the site where the PWD is currently fencing to demarcate the boundary on Wednesday.
The land was kept idle for years despite the land being handed over to Arunachal by the Assam government in 1998.
On three different occasions, the Arunachal government had to surrender the land occupancy as it failed to construct the state guesthouse within the fixed time. The Assam government had set the condition that land be used for purpose of construction of Arunachal guesthouse within three years of allotment, failing which the land would be reverted back.
The process to reclaim the land began on May 24 during the swearing in day of Assam Chief Minister Sarbananda Sonowal. Pul requested his Assam counterpart for a land to be identified for construction of Arunachal guesthouse in Guwahati city as the need for such facilities was a long pending demand of the people.
Issues confronting state’s entrepreneurs discussed in MSME meet
ITANAGAR, Jun 15: Discussion on issues and problems confronting state’s entrepreneurs were held during a Reserve Bank of India (RBI), Guwahati conducted meeting on Micro, Small & Medium Enterprises (MSMEs) related issues at the Golden Jubilee Banquet Hall here on Tuesday.
In all, 270 participants, including entrepreneurs, NGOs, women Self Help Groups attended meeting which was held as part of RBI’s initiatives for promoting the growth of the MSME sector in the state.
During the meeting, which was chaired by Regional Director for NE states, Reserve Bank of India, Guwahati, B K Mishra loan sanction letters from six banks were also handed over to the MSE borrowers as part of the initiatives undertaken by RBI Guwahati in co-ordination with the banks for increasing credit linkage of entrepreneurs.
Two presentations were also made. One on the findings of a survey that was conducted amongst the entrepreneurs in Itanagar and its adjoining areas wherein the constraints faced by entrepreneurs were highlighted for finding solutions while, another presentation was on the framework for the revival and rehabilitation of MSMEs for the benefit of the bankers and the entrepreneurs present.
Besides, Capital Complex, DC, Sandeep Kumar Singh, Director, Department of Industries, GoAP, NABARD General Manager, SIDBI DGM, SBI Regional Manager, Arunachal Pradesh State Co-operative Apex Bank Managing Director and Controllers of branches of Bank of India, Indian Bank and Vijaya Bank also attended the meeting. One arrested, IMFL seized
ITANAGAR, Jun 15: A team headed by the Circle Officer, Naharlagun Neelam Teji raided a fair price shop at Papu Nallah, Naharlagun and seized huge quantities of Indian Made Foreign Liquor (IMFL) on Wednesday. The raid was carried out after few locals complained of IMFL being sold illegally at that shop. The person who was involved in the illegal selling has been arrested and booked under appropriate section of law.
AR conducts med camp
JAIRAMPUR, Jun 15: A total of 273 patients including women and children of Dharmapur—I, ll and lll and nearby villages benefitted from a medical camp conducted by the 13 Battalion of Assam Rifles under the aegis of Headquarters 25 Sector Assam Rifles held here on Tuesday last.
The Assam Rifles also distributed 565 solar lanterns to residents of the said villages.
Speaking on the occasion, the Commandant Jairampur Bn reiterated that the Assam Rifles is committed towards overall development of the remote areas and appealed to the people to come forward and extend their cooperation to security forces to bring peace and tranquility in the area.
The solar lanterns were provided by Ecosolutions, a Mumbai-based NGO.

A circle headquarter without officer: Society
ITANAGAR, Jun 15: Claiming that Leporiang Circle headquarter has been functioning without Circle Officer since last many years, the Leporiang Panchayat Youth Welfare Society in a letter written to Deputy Commissioner Papum Pare has sought posting of circle officer. The society claimed that Primary Health Centre is being run by Health Assistant since the lone doctor has gone on study leave.
Pointing out that absence of circle officer makes people lives’ difficult in availing basic documents such as ST/PRC and Birth Certificate etc, the society requested the DC to look into the matter. It further demanded for posting of full-fledged Circle Officer and Medical Officer at circle.
Student seeks action against shop
ITANAGAR, Jun 15: The Students United Movement of All Arunachal (SUMAA) demanded strict action against M/S Jambala Coffee House Akasdeep Complex here claiming that said coffee house has sold cold drinks (Coca-Cola 2 litre at Rs 90 where as Maximum Retail Price (MRP) is Rs 85 thus allegedly violating the Consumers Act. The organisation lodged complaint with Assistant Legal Controller Legal Metrology and Consumer Affairs and sought action to be initiated against the shop.

ITANAGAR, Jun 15: Deputy Commissioner, Itanagar Capital Complex Sandeep Kumar Singh has prohibited any kind of vehicular movement from Gohpur (Itanagar)-Jote road via Ganga Lake near Bath Village from June 17 to 19 to pave way for repair of RCC Bridge at Bath.
PWD has informed that the department is planning to erect steel Bailey bridge over the damaged bridge.
Meanwhile, Arunachal Youth Organization (AYO), Itanagar informed that due to heavy rainfall during last one month, the RCC Bridge at Bath Village has been completely damaged and there is apprehension of untoward incident if heavy vehicle moves on the bridge.
Student feared drowned
NAMSAI, Jun 15: A student named Chow Pomseng Khamhoo is feared drowned under mysterious circumstances in River Nao-Dihing on June 14 last. However, the body of the 24 year old is yet to be located.
The parents has demanded thorough probe of the incident and lodged complaint in Mahadevpur Police Station as the boy was last seen in Subhas dhaba along NH 52 where his friends say that he was assaulted in a scuffle.
Later, Mahadevpur Police arrested the man running the dhaba and immediately launched search operation for the missing boy while the district administration has requested NDRF for help.
Meanwhile, All Namsai Area Youth Association has urged the district administration to ban those dhabas reportedly selling prohibited intoxicated items.
BJP event at Bomdila
ITANAGAR, Jun 15: The 2-day Pt. Deendayal Upadhyay Maha Prashikhsan Abhiyan district training for Kameng Region started on Wednesday at Bomdila. Participants from Tawang, West Kameng and East Kameng are taking part in the training.
In a release BJP claimed that more than 300 party leaders, cadres and delegates registered to participate in the 2-day party training event. After the induction programme, the first session on history and development of BJP was taken up. Former minister Tsering Gyurme chaired the session and former MLA Tapen Siga was resource person for the day. State BJP president Tapir Gao, Bomdila MLA Japu Deru and other prominent leaders are participating in the event.
No violation of SC order or recruitment rules, Dept clarifies
ITANAGAR, Jun 15: The Hydro Power Development (HPD) department is neither violating the Supreme Court order nor the department recruitment rules, said Er. Karom Perme, Superintending Engineer (SE) (co-ord), Itanagar civil circle of the HPD department.
Reacting strongly to the press statement of Arunachal Civil Engineer’s Aspirant Forum (ACEAF) regarding the waitlisted candidates and recruitment of JE (C) under the HPD department which was published in this daily on Wednesday issue, the SE clarified that in the advertisement for six posts of JE, it was clearly mentioned that the post may increase or decrease. After the advertisement, total vacancies had increased to nine from six following the retirement of P K Srivastav, AE(C) and merger of 2 JE(C) posts (ex-cadre post Delhi) into in-cadre post. Accordingly the selected candidates for 9 posts have been appointed. The written examination and viva voce for the posts were conducted on Dec 29 and 30,2015 in free and fair manner and the result was declared next morning.
Clarifying on the waitlisted candidates, the SE said “as per prevailing rules, if any post remains vacant within the date and period, the appointment shall be made accordingly. But if any post falls vacant after expiry of the date and period that shall be taken into the account for new recruitment.”
Grand finale of Miss and Mister North East
GUWAHATI; Jun 15: The Grand Finale of Fair & Lovely Men Mega Mister North East and Sunsilk Mega Miss North East will be held here on June 18 and 19 respectively.

KVK distributes 2.40 lakh fingerlings to farmers
ITANAGAR, Jun 15: Krishi Vigyan Kendra (KVK) Lohit, Namsai distributed 2,40,000 fish seeds of Indian major carp and exotic carp to 67 fish farmers of 17 different villages under Namsai district.
The fingerlings were distributed during a three days demonstration and on-farm trial to develop integrated paddy cum fish culture and post monsoon management of fish culture.
The fingerlings were distributed under the guidance of Programme Coordinator (in-charge) of the KVK Dr. Debasis Sasmal with the objectives to introduce integrated fish farming, post monsoon culture of carps, increase fish production and improve rural livelihoods.
The KVK has provided the fingerlings to the farmers because of non-availability of quality fish seeds in the district.

HGB Bitak Tabing passes away
PASIGHAT, Jun 15: Head Gaon Bura of Mirku village of Pasighat Bitak Tabing breathed his last in his private residence on Tuesday.
He was 80 and is survived by his wife, one son and four grandchildren.
Pasighat MLA Kaling Moyong and MP Ninong Ering have expressed grief after hearing the news of death of Tabing.
Both the leaders recalled his immense contribution to the society and said Tabing will always be remembered by the people.
They conveyed heartfelt condolences to the bereft family and prayed for eternal peace of the departed soul.
Many well-wishers and relatives thronged the house of Tabing to pay last respect to him. DIPRO
Association bats for strict implementation RTE in schools
ITANAGAR, Jun 15: The International Human Rights Association, Arunachal Pradesh on Wednesday claimed that various schools in Capital Complex are violating RTE Act by charging fees from the students. In a release, the association said that during interaction with Principals and Head Masters, it was found out that various schools are charging fee from the students. It claimed that some schools are charging Rs 500 to 1500 fees from the students on pretext of procuring stationary items such as desk, bench, chalk and blackboard. The association also questioned the Education department for not directing the concerned school authorities to strictly implement RTE in their respective schools. It further appealed to the state government to look into the matter.
Election for PMC Chief Councilor notified

PASIGHAT, Jun 15: East Siang District Magistrate Isha Khosla has issued notification for election to fill the vacant post of Chief Councilor of Pasighat Municipal Council (PMC) on June 16.
The District Magistrate in exercise of power conferred under Rule 7(I) of Municipal Council Election rules, 2012 has authorized an EAC as ‘Presiding Officer’ for conducting election activities.
Seven Councilors of the 12-member urban body triggered no-confidence motion against their Chief Denong Tamuk and voted him out from power on April-28.
The impeached Chief Councilor Tamuk moved the court challenging the no-confidence motion against him terming it illegal; but in vain.
Coordination meeting held
ZIRO, Jun 15: A coordination meeting of all the Block Education Officers, District Project Coordinators and other coordinators of the concerned intervention of SSA, RMSA and staffs of the DPO was held in the office chamber of DDSE in Ziro on Tuesday last.
Addressing the officers, DDSE, Yumlam Tana urged them to rejuvenate themselves and set an example for the teaching staffs by inculcating punctuality towards their office and duties. China rejects allegation of incursion in Arunachal, Army reviews NE security
BEIJING, Jun 15: China rejected on Wednesday the allegation of incursion by its troops in Arunachal Pradesh, saying the Sino-India border has not yet been demarcated and the soldiers of the People's Liberation Army were conducting "normal patrols" on the Chinese side of the Line of Actual Control.
"China and India border has not yet been demarcated," Chinese foreign ministry spokesperson, Lu Kang said during a media briefing in Beijing while answering a question of reports of 250 Chinese troops entering Yangste, East Kameng district on June 9.
The big contingent of PLA soldiers stayed in the area for few hours and left for their base, the reports said.
The "temporary transgression" by the Chinese patrolling party was the first known transgression this year in the region, which China claims is part of its territory.
The incursion into Arunachal Pradesh came at a time when China is opposing India's entry into the Nuclear Suppliers Group (NSG) on the ground that India has not signed the Nuclear Non-Proliferation Treaty (NPT).
On the issue of incursions, China has been maintaining the same stand whenever its troops crossed into the Indian side of the LAC stating that both countries have difference perception about it.
While both sides in recent years managed to reduce tensions between the troops patrolling the disputed areas with various mechanisms, China has not responded positively to India's proposal to demarcate the 3,488 km of the LAC to avoid border tensions.
The two countries have so far held 19 rounds of boundary talks by Special Representatives. PTI
Amid reports of a Chinese incursion in Arunachal Pradesh, Eastern Army Commander Lt Gen Praveen Bakshi has reviewed security situation in the northeastern border state, officials said on Tuesday.
During his three-day tour of Assam and Arunachal, Bakshi visited different units and formations at Tezpur, where Gajraj Corps is based, and held discussion on a wide range of issues, officials said.
The army commander also undertook forward area visit at Missamari in Assam and Tenga in Arunachal Pradeshwhere he was briefed on all operational and training exercises undertaken by the units.

Good job
The decision of Itanagar police to conduct raids in the Indira Gandhi Park and arrest those responsible for dirtying the park is commendable. Yesterday police conducted surprised raid and arrested 19 youths along with beer bottles. These youths were allegedly drinking beer inside the park, thereby creating nuisance and also making the place dirty by throwing around the beer bottles. This was a timely action by the Itanagar police and deserves appreciation.

Children victimized in the war of politics
Dear Editor,
This is in response to news item "Riga school scores zero, forum blames govt".
Govt secondary school, Riga started its journey as a primary school in 1948. As a feeder school of Mangong Bango, it has embarked a modest journey in enlightening the children of the area with the motto "From darkness unto Light'. Numbers of alumnus could see a bright day today as doctors, engineer, administrative officer, teachers and other clerical staffs just because of this school. As a temple it was functioning smoothly with the godly teacher's therein, but things turn worst when our former education minister on the pretext of not voting him in the assembly election got the whole sincere and dedicated teachers transferred in the mid of academic session. The false claim of ex minister was streamlining of subject teachers but the result of such step, now is being reflected before the people of Arunachal.
It is very disheartening to see children/students victimized in the war of politics. Undoubtedly, now the sole responsibility for worst performance lies with the authority concern. On priority basis, the govt must address this issue immediately, mere statistical calculation of literacy rate of state won't do anything good so long as steps are taken to literate the students and help them perform best, guide them for a better future.

Poor implementation of Center-
Dear Editor,
Through your esteemed daily I would like to ask whether the Pradhan Mantri MUDRA
Scheme launched by the Prime Minister Narendra Modi is being properly implemented
in the private and government banks of Arunachal Pradesh. Does it really reach the
beneficiaries? The objective of the scheme is to provide funds to the small business
sectors and entrepreneurs, so that the youth become job-
However, when one goes to the banks inquiring about the provision and criteria of
the scheme, the bank officials fail to respond properly which directly or indirectly
discourages the flow of information. The big question in my mind here is why are
the banks not interested in providing such center-
Furthermore, there are no govt. jobs available in any department in the state presently which compels the unemployed youth to engage in Private or contractual jobs with meager salaries. Once a person is engaged in a private job it becomes extremely difficult to study for competitive exams.
Lastly, I appreciate the good governance of the honorable Chief Minister and would
like to appeal him to look into this matter and continue his promise of 'corruption-
